Eden joined�� Standard & Poor’s from 2001-2009, covering state and local credits along�� the east coast and midwest regions. She rejoined the U.S. States group in�� April 2015. In this function, Eden is the lead analyst for the states of�� Alabama, Arkansas, Delaware, Indiana, Missouri, New Hampshire, New York, North�� Carolina, Ohio, Vermont, and Texas.In addition to�� rating bonds, Eden has published sector-wide reports on state pensions, debt derivatives, and debt statement analysis. The Laredo City Council officially named Eagle Pass native Jesus Olivares, as the City Manager in March of 2015, after being named interim city manager four months earlier following the retirement of the former City Manager. Olivares had been serving as an Assistant City Manager for the City of Laredo since 2007.Olivares once served as the City Manager for the City of Eagle Pass, after working as the Director of the Parks Department for the City of Eagle Pass, Laredo and Austin.As Eagle Pass City Manager, Olivares was instrumental in implementing the first phase of a $23 million CIP bond package, including investing $10 million in two and a half years, for streets, parks, drainage/watershed protection, and a convention center, land, and other buildings.�While serving as the director for the City of Austin Parks & Recreation Department, Olivares oversaw many initiatives that added 16,000 park acreage; revitalized neglected park space in the community; added almost $24 million in money, resources� and volunteerism; and helped develop a conservancy program to protect local bird and inspect species, as well as adding or enhancing 10 major parks, a youth center, recreation centers, swimming pools and a water feature throughout the city of Austin.��As director for the City of Laredo Department of Parks & Recreation, he was responsible for planning and administering programs and all operational functions of the parks, recreation centers, cemetery, Mercado, Laredo Public Library, Civic Center, Telecommunications Center, and Center for Non-Profit Management.�Most recently, his tenure in Laredo was serving as one of two Assistant City Managers, where he oversaw the Airport, Laredo Bridge System, Engineering, Environmental Services, Fleet, Public Works, Solid Waste, Traffic, Transit Metro Bus System, and the Utilities �departments, which represents the operation division of the City’s management system.�“I would like to build on the partnerships with all taxing entities in Laredo, and we should pride ourselves on a collaborative effort, to leverage our resources to maximize all of our tax dollars,” said Olivares.� “Laredo is in a strategic position to move to the next level and I am happy to be a part of Laredo’s growth. Chris Hamel is Managing Director and Head of the Municipal Finance Group at RBC Capital Markets. In his role, Mr. Hamel oversees one of the largest municipal finance groups in the country, with operations based in New York and bankers in 28 cities across the U.S. Mr. Hamel is actively involved in the municipal finance community and currently serves as Chair of the Infrastructure Policy Committee of the Securities Industry and Financial Markets Association (SIFMA). He is also member and former Chairman of the SIFMA Municipal Executive Committee and, in 2013, was named to the SIFMA Municipal Division Honor Roll for his success in building a top municipal department and industry contributions over the years. Mr. Hamel received a bachelor’s degree from Occidental College in Los Angeles, California.
Michael Bartolotta is Managing Director in the Public Finance in the Municipal Securities Division of Citigroup Global Market managing the regions.� Mr. Bartolotta prior to joining Citi in August 2015 was Vice Chairman of First Southwest Company, LLC where he was responsible for the development and management of client relationships with a wide array of clients across Texas and the United States as well as the development of programmatic financing addressing specific industry financing needs.� Mr. Bartolotta supported public finance bankers and sales people throughout the firm; served as a liaison on legislation at both the state and federal levels; was responsible for operational management of the Houston public finance office; served as a member of firm’s public finance management committee; and mentored key individuals throughout the firm sharing product knowledge, business acumen and guiding personal development.Mr. Bartolotta brings 30 years of experience in the public finance industry with over $100 Billion of financings to Citi.� He has recognized public finance product expertise in the area of financings for airport systems, port authorities, surface transportation projects, stadiums and arenas, and public-private partnerships.Mr. Bartolotta received his Bachelor of Science in Actuarial Science from the University of Illinois at Urbana-Champaign.�
Hasan Mack, an associate in McCall, Parkhurst & Horton L.L.P.'s (McCall) Austin office, joined the firm in 2014. He received his Bachelor's degree in Finance, Magna Cum Laude, from The University of Houston and his law degree, Magna Cum Laude, from Thurgood Marshall School of Law. Prior to joining the McCall, Mr. Mack served as Director of Intergovernmental Relations and Deputy General Counsel in the Office of the Texas Lieutenant Governor where he also sat on the Texas Bond Review Board on behalf of the Lieutenant Governor. Jeff Austin III is a member of the Texas Transportation Commission, which oversees statewide activities of the Texas Department of Transportation. He was appointed commissioner by Gov. Rick Perry on Oct. 20, 2011.Austin is vice chairman of Austin Bank and Texas NA. He is a board member of First State Bank in Athens, and of Capital Bank in Houston, and a past president of First State Bank in Frankston. He is a board member and past chair of the Texas Bankers Association, a member of the American Bankers Association Government Relations Committee and the Bank CEO Network, an executive committee member and past director of the Texas Lyceum, and a board member and a past president and scoutmaster of the East Texas Area Council of Boy Scouts.He was the presiding officer of the North East Texas Regional Mobility Authority, and board chair of the Tyler Area Chamber of Commerce.
