Penelope Brobst Blackwell is the Deputy Regional Chief Counsel for FINRA Enforcement in its South Region. Ms. Blackwell manages litigation and supervises enforcement attorneys in the Dallas office of FINRA. �She also provides legal advice to Member Regulation staff in the Region and consults with FINRA senior management in Washington and New York regarding national issues.Prior to joining FINRA in April 2014, Ms. Blackwell was a partner in the Dallas office of Greenberg Traurig LLP where she regularly represented broker-dealers and their employees in litigation and investigations or disciplinary proceedings by FINRA and other regulatory agencies. �Ms. Blackwell graduated from Louisiana State University Paul M. Michael Irlbeck is the Business Development Director for Abengoa Water USA. He is responsible for building Abengoa Water�s American P3 business. �Abengoa is recognized as a proven innovator in the private development of water-related infrastructure and specializes in public-private partnerships and turnkey design/build/finance/operate models.He has been instrumental in developing the P3 model for water solutions in Texas. He is a prominent figure in the Texas water market and is frequently invited to speak at events focused on water supply and planning, desalination and P3 development.Mr. Irlbeck served over 16 years with the U.S. Bureau of Reclamation, directing environmental restoration, construction grant assistance and water resources planning activities. Following, he directed the business development activities for NRS Consulting Engineers for four years.Mr. Irlbeck earned a BS degree in Wildlife Fisheries Sciences from Texas A&M University - College Station.
