Fran�ois oversees the development of all of ACS’ new US P3 projects until they reach financial close and is now working to reach financial close on the SH 288 Toll Lanes in Houston. He is a civil engineer by trade and his experience prior to joining ACS in 2007 includes working as a method engineer for a subsidiary of Bouygues.
Bill is an attorney in the Fort Worth Office of Haynes and Boone, LLP, where he practices law in the firm’s corporate securities group, specializing in general corporate law, mergers and acquisitions, and securities law. He is also in the firm’s Public Law group, and represents borrowers, underwriters, and trustees in bond and corporate financings. He is a frequent speaker to attorney organizations on matters concerning corporate and securities law, corporate governance, and professional ethics.Bill was elected as a Trustee of the Tarrant County College District in 2010 and is currently an officer and the immediate past chair of the District’s Board of Trustees. He is an officer and member of the Board of Directors of the Community College Association of Texas Trustees, which organization is comprised of trustees representing all of the 250 community colleges in Texas. �Bill is a frequent speaker at national and state meetings of community college trustees on topics concerning the challenges facing community colleges, including the effects of declining state monetary support for community colleges (and community resistance to higher tuitions and tax increases) and meeting this challenge by engaging the business and finance community in partnering to develop innovative and alternate strategies that will benefit the business and finance community as well as increase revenues for the colleges.Bill received a B.A (with high honors) from The University of Texas in Austin in 1969 and a J.D. Caroline Cruise is a Portfolio Manager and co-head of municipal credit within Loews Corporation’s Investment Department.� Prior to joining Loews in 2007, Ms. Cruise was a Vice President in the Municipal Research Group at Merrill Lynch.� Ms. Cruise started her career at Moody’s Investors Service where she focused on state credits.� She is the President of the Municipal Forum of New York and a member of the Municipal Analyst Group of New York and the National Federation of Municipal Analysts.� Ms. Cruise received a Bachelor of Arts from Brown University and a Master of International Affairs from Columbia University.

Ms. Farley leads the Dallas Regional Chamber’s education efforts from pre-K through workforce, connecting business members with education programs, legislative efforts, and partnerships. Ms. Farley currently serves on the Workforce Solutions Dallas Board, the Commit! Board, the After The Bell Council, the Dallas Education Foundation Board and the Uplift School Board. Prior to her work at the Dallas Regional Chamber, Ms. Farley was the CFO of Command and Control Environments in Grapevine, TX.� As a Certified Management Accountant, Ms. Farley also worked as a consultant with several national firms, including Haynes and Boone, LLP serving clients in highly regulated industries, particularly on government contracts and accounting investigations. �She and her husband Travis have two sons that currently attend public school in North Texas.
Ross Ramsey is executive editor and co-founder of The Texas Tribune. Before joining the Tribune, Ross was editor and co-owner of Texas Weekly for 15 years. He did a 28-month stint in government as associate deputy comptroller for policy and director of communications with the Texas Comptroller of Public Accounts. Before that, he reported for the Houston Chronicle from its Austin bureau and for the Dallas Times Herald, first on the business desk in Dallas and later as its Austin bureau chief, and worked as a Dallas-based freelance business writer, writing for regional and national magazines and newspapers. Ross got his start in journalism in broadcasting, covering news for radio stations in Denton and Dallas.�
