    Mark is a Managing Director and Manager of the Municipal Credit Analytics Group of Citigroup Global Markets Inc.� In addition to managing the Credit Analytics group on the trading desk, he is responsible for following industry trends and US municipal credits in the general government, project finance, municipal utilities, and high yield sectors.� Additionally, Mark supports the Municipal Securities Division’s secondary market trading and serves on the firm’s municipal credit and risk committees. Renee has testified before Congress and state legislatures regarding public finance issues. Prior to joining Lamont, Renee served as Managing Director for High Profile Ratings at Moody’s Investors Service, where she managed ratings for the fifty states, the U.S. territories, the largest cities, as well as airports, surface transportation, and utility issuers. Ms. Boicourt also worked for seven years with the City of New York, where she was responsible for tax revenue forecasting and tax policy, first with the city’s Department of Finance, and later with the Mayor’s Office of Management and Budget.Ms. Boicourt has a B.A. in Economics and a Masters in Public Policy, both from the University of California at Berkeley.

    Michael Stern has served in dual business and legal roles for four New York City Comptrollers. He has represented the Comptroller’s Office in connection with the negotiation, review and approval of over $100 billion of debt and $3 billion of swaps for New York City and several related bond-issuing entities. He has represented the Comptroller on several boards, including the Board of Directors of the New York City Transitional Finance Authority, the Sales Tax Asset Receivable Corporation, TSASC, Inc. (the City’s tobacco securitization entity), the Fiscal Year 2005 Securitization Corporation, the New York City Industrial Development Agency and the New York City Banking Commission. He has served as chairperson of several audit and finance committees.     Mark Dombroski is the Deputy General Manager, Chief Financial and Risk Officer for Austin Energy, a municipally-owned electric utility serving 460,000 customers in the greater Austin, Texas metropolitan.� Mr. Dombroski He began his financial career with two of the “Big 4” accounting firms, Price Waterhouse, LLP and KPMG, LLP in Houston and Seattle, Washington. He also served as the Director of Finance for Seattle City Light.� Mr. Dombroski served as an Officer in the United States Marine Corps after earning his undergraduate degree from The University of Texas at Dallas. He earned his Master of Public Administration from Seattle University.

    Keith Phillips joined the Federal Reserve Bank of Dallas in January 1984. His areas of concentration include regional economics and economic forecasting. Research Papers in Economics, which tracks publications in economics, ranks Phillips in the top five percent of economists across the world in terms of the number of distinct publications. Over the past sixteen years he has been the most accurate forecaster for Texas job growth in the Western Blue Chip Economic Forecast.In August, 1996, Phillips was transferred to the San Antonio branch in an effort to improve the regional economic coverage of the Dallas office and to better serve the needs of the South Texas community. Phillips teaches courses in managerial economics and quantitative analysis in the Executive MBA program at UTSA.
