Latest NewsRobert started his career in 1991 at Smith Barney Harris Upham's Fixed Income department, which eventually became Citigroup. He spent the first 18.5 years of his career in the capital markets trading division at Citigroup. Starting in a position focusing on trade support for sales and trading, he quickly moved to the trading desk. Initially, Robert covered a variety of security classes, including Certificate of Deposit, Commercial Paper, Auction Rate Securities (ARS), Variable Rate Demand Bonds and Municipal Notes. In March 2002, Robert took over as the head of ARS syndicate and trading desks. He was responsible for growing and managing Citi's ARS portfolio from approximately $22 billion to $72 billion by 2007. The ARS book included securities ranging from tax-exempt debt to taxable ABS debt and corporate preferred stock. In 2007, he was named the head of all the short-term �tax-exempt syndicate and trading desks as well as the head of the tax-exempt and taxable ARS portfolio. In 2008, he also assumed a co-manager role for the institutional sales desk while continuing management of the syndicate and trading desks. Robert resigned from Citigroup as a Managing Director in October 2009 to accept a position at Arbor Research & Trading. He maintained the role of Managing Director responsible for creating and managing municipal bond sales, trading and remarketing from 2010 to 2014. Robert's department covered tax-exempt and taxable municipal along the entire curve.In 2014, Robert completed the transition of all municipal trading responsibilities to Arbor Research & Trading's main trading team and he founded Clarity BidRate Alternative Trading System (Clarity). Since inception, he has served in the roles of CEO & President of Clarity, operating as a division of Arbor Research & Trading LLC. Robert leveraged technology to create a modern trading platform in order to promote competitive pricing, transparency, improved accessibility and a centralization of specific variable rate markets. Clarity is designed to primarily support and revolutionize the variable debt sector. In addition, he has successfully assembled a Tier 1 team in the variable rate sector to build, sustain and market Clarity. Robert, the architect of Clarity, is responsible for managing and leading in all aspects of Clarity, including working directly with issuers and investors.Robert graduated from Boston University in 1991 with a Bachelor of Arts in International Relations/Economics Track. Ken Hoffman is President of DPC DATA Inc., a leading provider of municipal bond disclosure information and solutions since 1992.In his role, Ken is responsible for business and product development strategy, sales and operations.� This includes maintaining and improving existing DPC DATA product delivery platforms to enhance Financial Advisors, Traders and Compliance workflows with greater efficiencies in data presentation and usefulness.� Prior to joining DPC DATA, Ken was Director and Head of Wealth Management Products at Tradeweb Direct (previously BondDesk) where he had a leading role in defining and launching the BondWorks� Financial Advisor Workstation.� Over the past 20 years, Ken also held product management positions in many areas of Standard & Poor’s and was instrumental in conceptualizing and implementing several new products tailored to fixed-income professionals. Wendell Gaertner is a Senior Managing Director and partner of Public Resources Advisory Group (PRAG) in the Florida office.� He joined the firm in 2013 bringing with him more than a quarter century of experience in public finance at the federal, state, regional and local levels.�With a background in commercial banking, investment banking and financial advisory, he has balanced his career with a focus on both general municipal and complex project financings, as well as public-private partnerships throughout the country.� Wendell has experience in federal debt, affordable housing, student housing, development district, tax increment, professional sports facilities, transportation, utility and general governmental financings.�Wendell holds a B.S. in Chemistry from the University of Miami and an MBA from Stetson University. He currently holds a Series 50, Municipal Advisor Representative License.
Mary Francoeur joined PFM Financial Advisors LLC, part of Public Financial Management, Inc., as a Managing Director in September 2016.� Mary is located in the New York office and is a member of the firm’s transportation advisory practice.�Prior to joining PFM, Mary worked at two bond insurance companies where she was responsible for managing business development, due diligence, credit analysis and transaction negotiation for complex financings, including public-private partnerships.� At Moody’s Investors Service, Mary was a senior analyst covering a portfolio of toll road, airport, port, transit and utility bond issuers, and was responsible for developing and refining rating criteria in several sectors.� Mary began her career in financial management roles with the Port Authority of New York and New Jersey and the City of Jersey City.Mary has a MPA from the Maxwell School at Syracuse University where she also earned her BA newspaper journalism and political science. Matthew heads Securitized Products and Municipal Bond Pricing globally for IHS Markit.� His team provides transparent and independent pricing, liquidity and other metrics for investment and high yield municipal bonds, Agency and Non-Agency MBS, ABS, CMBS, CLOs and CDO’s.� Prior to joining Markit in 2010, he was a mortgage trader at several buy and sell side firms focusing distressed MBS investments.� He holds an Master’s degree from the Mason School of Business at the College of William and Mary.
Mr. Beatty is the Director of Finance and Project Management at Poseidon Water. �In this capacity he is responsible for financing and project management for the Company’s water infrastructure projects, including two seawater desalination projects located in California. �Mr. Beatty specializes in public private partnerships, asset management and the water-energy nexus. �Prior to joining Poseidon Water, Mr. Beatty worked in the private equity industry focusing on the redevelopment of real estate and industrial projects. �Graham has a Bachelor’s degree in Economics from Harvard and a Masters in Business Administration from UCLA.�
Christopher (Chris) McNichol is a Managing Director with Citigroup Global Markets Inc. (“Citi”) in Philadelphia and is the head of the firm’s Mid-Atlantic Public Finance region. Mr. McNichol has been in public finance since 1992 and has worked with Citi for over 24 years. Mr. McNichol is Citi’s primary coverage banker for the Commonwealth of Pennsylvania and the State of Maryland and provides issuer coverage at both the state and local levels. Additionally, Mr. McNichol works actively with issuers in Virginia, Delaware and New Jersey. In total, Mr. McNichol has served as banker for financings totaling in excess of $30 billion and has experience structuring some of the most complex transactions underwritten by Citi.Mr. McNichol is a graduate of the University of Pennsylvania’s Wharton School with a B.S. in Economics. He is a member of the Board of Trustees of Temple University and serves as Vice Chairman to the University’s Budget and Finance Committee, and Chairman of the University’s Investment Committee. Mr. McNichol also is a member of the Board of Directors of the Fox Chase Cancer Center and is the chairman of the Board’s Finance Committee.
