Sarah Keyton is an assistant director at the Texas Legislative Budget Board.� Prior to this position,�she served as an analyst on the Business and Economic Development team and as an analyst and then manager of the Higher Education team where she worked with analysts to�develop and present budget recommendations for institutions of higher education including General Academic Institutions, Health Related Institutions, Community and Junior Colleges, and the Texas Higher Education Coordinating Board.� Sarah joined the LBB in 2006 after graduating from the University Of Texas School Of Law.� She also holds a Bachelor of Arts in Economics from the University of Houston.

Mr. Galgano is a managing director responsible for new business at National Public Finance Guarantee Corporation. Prior to his current position, he was sector manager for the Transportation and Infrastructure Sector of National. A seasoned professional with over 19 years of experience in municipal financings, his responsibilities included analyzing and structuring a wide variety of U.S. bonds in the airport, toll road, port, stadium and special revenue sectors. In addition, Mr. Galgano is a member of National’s Underwriting Committee where he reviews issues for insurance.Prior to joining National, Mr. Galgano was a managing director in MBIA’s Global Public Finance Division a position he held from December 2002 until January 2009. During that time, Mr. Galgano was instrumental in expanding the global footprint of MBIA in the areas of toll roads, ports and airports as well as Public Private Partnerships. From August of 2001 to December 2002, Mr. Galgano managed the Core Products Group, which focused on the enhancement of general obligation and utility bonds. Mr. Galgano joined MBIA in 1993 as an analyst in the Eastern Region of MBIA’s Public Finance Division.Mr. Galgano has an MBA in Finance from Iona College Hagen School of Business and a B.A. in Business Economics from State University of New York College at Oneonta. He resides in the Town of Southeast with his wife and four children.

Alexandra M. (Sandy) MacLennan is a partner in Squire Patton Boggs, resident in the firm’s Tampa office.� She has extensive experience as bond and disclosure counsel to a wide variety of state and local governmental entities and non-profit organizations, as well as underwriter’s counsel to regional and national investment banking firms.� Sandy is the chair of her firm’s national Disclosure Group, which is a cross practice group of 15 attorneys practicing in public finance, tax and corporate securities law practice areas across the country. She is currently the President-elect of the National Association of Bond Lawyers and has served on the NABL Board of Directors since 2011.

Hardy Manges is Head of Municipal Dealer Sales at MarketAxess, responsible for new business development and strategy, training, and relationship management with dealers in the institutional municipal market. Mr. Manges joined MarketAxess in February 2016 from Cantor Fitzgerald & Co. where he was Co-Head of the Municipal Debt Capital Markets Group. Prior to that he was Head of Municipal Sales and Trading at Mitsubishi Securities. He has extensive experience in secondary municipal market liquidity and trading and has held a variety of senior positions in the municipal divisions of Alex. Brown & Sons, BankersTrust and Deutsche Bank. Mr. Manges received an M.B.A. in Finance from Loyola University Maryland and a B.A. in Economics and Spanish from Denison University.
