    Joe Eckert, a partner in the firm's Dallas office, is a graduate of the University of Texas School of Law (JD, 1997), where he was a member of the Order of the Coif and The Texas Journal of Business Law. He received a B.S. Business Administration from Trinity University in San Antonio, Texas with concentrations in accounting and finance and a minor in economics. In the public finance arena, Joe has represented trustees, issuers, obligors and underwriters in student loan, health care and tollroad financings as well as municipal bond insurers in a variety of financings. In 2007, Joe was recognized as a Texas Rising Star � Top Lawyer in Texas 40 years old or younger or in practice less than 10 years.

    Carroll G. Robinson, Esq. is an Associate Professor at Texas Southern University where he has served as an Associate Dean and Executive Assistant to two Presidents of the University. Professor Robinson is a member of the Board of Trustees of the Houston Community College System, a Citizen Member of the Houston Firefighters Relief and Retirement Fund Board of Trustees, and is a Member of the Advisory Board of K9s4COPS. He is a former At-Large Houston City Council Member and has served as Second Vice President of the NAACP Houston Branch and as President of the Houston Lawyers Association and as a member of the Board of Directors of the State Bar of Texas, National League of Cities and the Houston-Galveston Area Council.

    Joann Harris is an Assistant Director in the Enforcement Division of the U.S. Securities and Exchange Commission�s Fort Worth Regional Office. During her distinguished tenure with the SEC, she has investigated and supervised matters involving financial fraud, insider trading, offering fraud, and market manipulation. Joann also served as a member of one of the Division�s specialized investigative units, the Asset Management Unit, and has lectured on a variety of securities topics.Prior to joining the SEC, Joann worked in Munsch Hardt Kopf & Harr�s corporate and securities group in Dallas. Before beginning her legal career, Joann practiced public accounting for several years at Arthur Andersen LLP and KPMG LLP. She earned her bachelor�s degree in accounting from the University of Arkansas and her J.D. from SMU Dedman School of Law.

    Tim Williams joined J.P. Morgan as Executive Director in the Public Finance Banking Group in 2007, and leads the Group�s water and sewer and State Revolving Fund (�SRF�) banking efforts. He has over 16 years of public finance experience and has senior managed for $20 billion in financings for water, sewer, SRF, and energy issuers nationwide. He has been involved in senior managed� financings for water and sewer issuers around the country including: Atlanta; Columbus, OH; DC Water; Denver Water; Fulton County, GA; Hampton Roads Sanitation District; Massachusetts Water Resources Authority; Metropolitan District Commission of Hartford CT; Phoenix; San Antonio Water System; St. Louis Metropolitan Sewer District; and Tarrant Regional Water District.In addition, he has senior managed, structured, and run cashflows for numerous SRF issuers nationally including Arizona, California, Colorado, Connecticut, Florida, Illinois, Iowa, Kansas, Maine, Massachusetts, Michigan, Missouri, New York, North Dakota, Ohio, Oklahoma, Rhode Island, South Dakota, Texas, Virginia, and Wisconsin.Prior to joining J.P. Morgan, Tim was a Director in public finance at UBS Securities and then prior to that a vice president in public finance at Merrill Lynch.     Wendy Smith has been with the Oklahoma Turnpike Authority�s Finance Division since 1993 and has served as the Finance Director since June 2001. She has been a CPA since 1988 and began her accounting career in the insurance industry. She graduated from the University of Central Oklahoma and earned a Bachelor�s of Science Degree in Accounting as well as a Bachelor of Arts Degree in Psychology.

    Mr. Jorge Rodriguez is a Managing Director for Public Finance at Coastal Securities. Mr. Rodriguez is a long time veteran of the Texas capital markets, and coordinates all Public Finance efforts of Coastal Securities. With over 34 years of financial experience, Mr. Rodriguez has represented many of the largest Texas Public Community College Districts as financial advisor. Over the years, Mr. Rodriguez introduced the use of Public Facility Corporation financing to Texas Community College Districts and has structured numerous issues for districts across the state. Mr. Rodriguez� clients include the City of San Antonio as well as the Texas Public Finance Authority. Mr. Rodriguez holds a Bachelor of Arts from St. Mary�s University in San Antonio, Texas as well as a Masters of Public Affairs from the LBJ School at the University of Texas.

    Jeff joined Capital One Public Funding, LLC in May 2005 as Vice President/ Director of Business Development. He is responsible for identifying and structuring tax-exempt loan and lease transactions for governmental and nonprofit borrowers throughout the U.S. Jeff primarily works with public finance intermediaries. Mr. Sharp was formerly Senior Vice President covering the Central Region for both Transamerica and ORIX Public Finance, where he originated and structured tax-exempt leases and bond issues. In 2003, Jeff he was promoted to Senior Vice President-Capital Markets where he was responsible for managing the public finance portfolio and syndicating transactions individually and in large portfolio sales. Jeff began his career in local government and eventually became a public finance investment banker for a regional securities firm covering Kansas, Missouri, and New Mexico. He holds a Bachelor of General Studies (Urban Geography) and Master of Public Administration (City Management) from the University of Kansas.
