    Gregory Clark is the Executive Director and General Counsel of the Indianapolis Local Public Improvement Bond Bank. Prior to assuming the role of Executive Director in September of 2014, Clark served as the Deputy Director & General Counsel of the Bond Bank since October 17, 2012. Clark is currently a member of the Government Finance Officers Association�s Committee on Economic Development and Capital Planning. Clark earned his undergraduate and law degrees from the Indiana University � Bloomington.

    Mr. Black currently serves as the Director of Finance for the City of Baltimore, Maryland where he oversees all City financial operations and a City budget of $3.4 billion. He has previously served as Executive Vice President & COO of Global Commerce Solutions, Inc., a D.C. based government services firm. Mr. Black has also served as the Chief Financial Officer for the City of Richmond Virginia, Deputy Chief Procurement Officer for the District of Columbia, and Assistant Director of Fiscal Management and Investments for the New York State Insurance Fund, the Nation's second largest public sector workers compensation insurance carrier. Mr. Black has also served as the Director of Budget and Finance for the D.C. City Council, as well as Chief Financial Officer and Director of Administration for the District's Child and Family Services Agency. He is also the author of Achieving Economic Development Success: Tools That Work", published by the International City/County Management Association. Besides serving as the Rector of the Virginia State University Board of Visitors, as Director of Finance for the City of Baltimore, Maryland, Mr. Black serves on the following Boards of Directors; Baltimore Hotel Corporation (Chair), Baltimore City Deferred Compensation Committee (Chair), Baltimore Development Corporation, Baltimore City Foundation, Baltimore City Golf Corporation, and the Baltimore City Parking Authority

    Mr. J. Anthony “Jim” Beard, CTP, has specific expertise in capital project financing, governance and stakeholder relations. It was Jim’s guide that led City of Atlanta’s initiative to receive the Bond Buyer’s 2011 “Deal of the Year” award.Jim joined the City of Atlanta in 2010 and began serving as Chief Financial Officer, October, 2011. As CFO and Senior Management, Jim advises the Mayor and City Council on a variety of policies, issues and financial activities. Previously Jim served as Deputy Commissioner and Chief Financial Officer with the Department of Watershed Management. In this role, Mr. Beard provided centralized financial and administrative support for the City’s multibillion dollar water and wastewater systems.A Certified Treasury Professional, Mr. Beard served as the Treasurer for the Clerk and Comptroller of Palm Beach County, Florida, prior to joining the City of Atlanta.Mr. Beard received dual bachelor’s degrees, in Finance and International Business from Florida International University and also attended the U.S. Coast Guard Academy in New London, Connecticut. He earned his Masters of Business Administration degree from the J. L. Kellogg School of Management at Northwestern University

    Cliff Weiner is a Managing Director at Preston Hollow Capital. �In this role, he helps execute the corporate development strategy for Preston Hollow Capital and he oversees the municipal credit strategy.� Mr. Weiner brings 30 years of diverse experience in portfolio management, transaction leadership and fixed income sales.Cliff joined Preston Hollow Capital in 2014, after spending 17 years with ORIX USA in multiple capacities. In his most recent position, he was CEO and president of ORIX Municipal Finance where he managed trading of the company�s municipal bond portfolio and origination of private placements and loans. ��Prior he served as Managing Director of ORIX USA Corporate Development, where he led various high-profile deals including the acquisition of Houlihan Lokey and the sale of a master servicing platform to Key Bank. His initial position with ORIX USA was Managing Director of the company�s real estate group. In this role he specialized in CMBS and ABS investment and trading in addition to real estate lending. �Mr. Weiner began his career with Kidder Peabody/PaineWebber as senior vice president of institutional fixed income sales.A native of Manhattan, Cliff has resided in Dallas for the past 17 years. He received his Bachelor of Science in physics from Worchester Polytechnic Institute before going on to earn his MBA in finance from Duke University. Cliff�s community involvement lies with the Greenhill School in Addison, where he is assisting with fundraising for a new fine arts building on campus.

Mark has 19 years of trading experience with focus on municipal securities, treasuries, futures, and swaps. Mark joined Piper Jaffray & Co. in 2007 to manage the Municipal Strategic Trading account. Prior to joining Piper Jaffray & Co., Mark spent over 10 years as a Municipal Proprietary Trader for RBC Dain Rauscher, Eagle Capital Management and Delaware Group. Mark earned a Bachelor�s degree in Business Administration with concentration in financial management from the University of St. Thomas.

    Louise Sheiner is a senior economist at the Board of Governors of the Federal Reserve System. She has also held positions as Deputy Assistant Secretary for Economic Policy at the U.S. Department of the Treasury, senior staff economist for the Council of Economic Advisers, and economist for the Joint Committee on Taxation. Dr. Sheiner’s expertise covers a range of disciplines, including health economics, macroeconomics, and fiscal policy. Her recent work has focused on the geographic variation in Medicare spending.She has been a member of the Medicare Technical Advisory Panel, and the National Academy of Science Panel on the Macroeconomics of Aging. Dr. Sheiner holds an A.B. in biology, and an M.A. and Ph.D. in economics, all from Harvard University.

    Robert A. Greer is an Assistant Professor of Public Budgeting and Finance in the Department of Public Administration and Policy at the University of Georgia (Ph.D., University of Kentucky 2013. His research focuses on state and local government debt, issues of fiscal federalism, and applied econometrics. His work appears in Municipal Finance Journal, Public Finance Review, and the forthcoming book Sustaining the States: The Fiscal Sustainability of the American States(CRC Press). Current projects include studying the vertical externalities associated with municipal debt and the allocation of debt capacity between state and local governments. He was the recipient of the 2012 Emerging Scholar Award from the National Association of Schools of Public Affairs and Administration (NASPA).

    Marty Luby received his Ph.D. in public affairs from Indiana University's School of Public and Environmental Affairs where he specialized in public finance and public management. Prior to DePaul, Luby held faculty positions at Ohio State University, the University of Illinois at Chicago and Indiana University. His research has appeared in Public Budgeting & Finance, Public Finance Review, Public Works Management & Policy, Municipal Finance Journal, and the Journal of Public Budgeting, Accounting & Financial Management. In addition to his research and teaching at DePaul, Luby has recently served as a consultant to the Office of Inspector General for the United States Department of Transportation on their analyses related to public-private partnerships, the Task Force on the State Budget Crisis chaired by Former Federal Reserve Chairman Paul Volcker and former New York Lieutenant Governor Richard Ravitch, and the City of Chicago Office of the Chief Financial Officer. Prior to his academic career, Luby spent 13 years in the public finance industry as an investment banker and financial advisor to state and local governments at Bear Stearns & Co. and Scott Balice Strategies where he helped advise, structure and price over $3 billion in financings for government entities throughout the United States.
