    John is Director of Business Development and Marketing for TMC Bonds, which he joined at its inception in July of 2000. His duties include relationship management with buy side accounts, exploring and implementing new business initiatives, working with senior technology staff on product development, and managing the firm’s sales and marketing Prior to joining TMC, he spent over 20 years in various capacities in the municipal bond market.� From 1979 to 1993, he worked at Bankers Trust Co. (later BT Securities) in multiple capacities, including institutional sales, competitive underwriting, secondary trading, as manager of the short-term desk, and finally as manager of the trading desk.In 1993, he joined Merrill Lynch as manager of the Tax-Exempt Money Markets department, where he was responsible for marketing all variable rate product (including derivatives) and for risk management in the front end of the market.� In 1999, he joined the Public Finance Department, where he managed the origination function for all municipal short-term products. John graduated from Princeton University with an AB in History and earned his MBA in Finance from the Wharton School of the University of Pennsylvania.

    Bernard Bailey is a Managing Director, Public Finance at Assured Guaranty with a primary focus on maintaining and expanding Assured Guaranty�s institutional client base. During his career spanning more than 30 years including both the banking and sales sides, Mr. Bailey has held positions at major dealer firms including Lazard Freres and Bear Stearns covering major hedge fund and distressed debt platforms. �Prior to joining Assured Guaranty, he was most recently with First Southwest.Mr. Bailey is a member of The Bond Club of New York and The Municipal Bond Club of New York.

    Christopher Baron joined The Bank of Tokyo-Mitsubishi UFJ, Ltd. in January 2014 as a Managing Director in the Public Finance Group. He is responsible for managing state and local government clients and prospects, including the origination and structuring of lines of credit, direct loans and placements, standby bond purchase agreements, and letters of credit.Previously, Chris led a team of 15 bankers at U.S. Bank focused on serving large education and nonprofit sector clients on a national level and covered governmental issuers in the Western United States. Prior to that he was a managing director at The Bank of New York Mellon/BNY Capital Markets, Inc. where he was responsible for the public finance division�s municipal business in the western half of the country.�Based in Los Angeles, Chris has been involved in the credit enhancement and liquidity markets since the early 1990s. While working for multiple financial institutions, Chris has provided credit enhancement and/or liquidity support to hundreds of tax-exempt issuers throughout the nation.�Chris is a graduate of the University of California at Los Angeles and holds Series 7 and Series 63 licenses.

    Adam Putnam was elected to serve as Florida�s Commissioner of Agriculture on November 2, 2010, and was sworn into office on January 4, 2011. In this capacity, he oversees the Florida Department of Agriculture and Consumer Services and serves as a member of Florida�s Cabinet.Commissioner Putnam�s priorities include fostering the growth and diversification of Florida agriculture; expanding access to Florida�s abundance of fresh produce, seafood and other products; securing a stable, reliable and diverse supply of energy; protecting the quantity and quality of the state�s water supply; and safeguarding consumers from deceptive business practices.Commissioner Putnam is also focused on creating opportunities for our nation�s wounded veterans to hunt, fish and participate in other outdoor activities on Florida�s public lands. More than 300 veterans have enjoyed recreational opportunities on Florida State Forests through Operation Outdoor Freedom, a program of the Florida Forest Service he established in 2011.Previously, Commissioner Putnam served five terms as Congressman for Florida�s 12th Congressional District in the U.S. House of Representatives. He was recognized as a leader on a variety of issues, including water, energy and government transparency and efficiency. Commissioner Putnam was acknowledged for his efforts to bring comprehensive restoration to the Everglades, reform food safety laws, modernize programs to ensure Florida agriculture remains a leader throughout the nation and increase access to fresh fruits and vegetables to counter childhood obesity.While in Congress, Commissioner Putnam was elected by his peers to serve as the Republican Policy Chairman during the 109th Congress and Chairman of the House Republican Conference for the 110th Congress, the highest elected leadership position any Floridian of either party has held in Washington. Commissioner Putnam also served as a member of the House Committees on Government Reform, Agriculture, Rules and Financial Services.Before he was elected to Congress, Commissioner Putnam served in the Florida House of Representatives from 1996 to 2000.     Partner Randolph J. Mayer practices in the New York office. Mr. Mayer focuses his practice on public and municipal finance. Mr. Mayer has significant experience serving as bond counsel, underwriters' counsel and disclosure counsel to municipalities and public benefit corporations. He has represented municipal clients in securities law matters involving administrative agencies. He has also assisted in municipal development and redevelopment projects, including urban renewal projects, and has negotiated solid waste disposal service contracts and leases for municipalities. He has done work for authorities, agencies, cities, counties and towns throughout the State of New York. Mr. Mayer leads the firm's work as bond counsel for tax matters for The City of New York and the New York City Transitional Finance Authority. He has served as disclosure counsel to The City of New York and as underwriters' counsel in New York City Municipal Water Finance Authority transactions. His clients have included water and sewer authorities, housing authorities, urban renewal agencies, community development agencies and industrial development agencies. Mr. Mayer has spoken at conferences and seminars sponsored by various groups, including the National Association of Bond Lawyers, the New York State Association of Counties, the New York State Association of Towns, the New York State Government Finance Officers Association, and the Bond Buyer Conference on Municipal Finance. Mr. Mayer has also participated as a panelist at the Bond Attorneys' Workshop.

    �Marc S. Gerken, P.E., has served as president and chief executive officer of American Municipal Power, Inc. (AMP) since February 2000.AMP is the wholesale power supplier and services provider for 129 members, including 128 municipal electric systems in Ohio, Pennsylvania, Michigan, Virginia, West Virginia and Kentucky and the Delaware Municipal Electric Corporation (DEMEC), a joint action agency headquartered in Smyrna, Delaware. AMP is headquartered in Columbus, Ohio, and its member municipal electric systems serve more than 627,000 customers.Gerken began his career as a civil engineer working extensively in the public sector on infrastructure projects, including transportation, water, wastewater and storm water improvements. He served as the city engineer in the public power community of Napoleon, Ohio, and in 1995, was named the community�s city manager. In that capacity, Gerken served on the AMP Board of Trustees for four years and chaired the AMP Board committee with oversight over the construction of the 42-MW Belleville Hydroelectric Plant. He joined AMP in 1998 as vice president of business and operations.Gerken is active in public power leadership and policy development positions on a national level:� Currently serves as President of the National Hydropower Association (NHA) Board of Directors.� Past chairman of the American Public Power Association (APPA) Board of Directors, having served as a member of the 10-member Board Executive Committee from 2004-2011, and as the chairman from June 2009-June 2010.� Previously chaired the Public Power, Inc. Board of Directors, which oversees an APPA utility services affiliate.� A frequent presenter at APPA meetings and a leader in public power Joint Action Agency working groups.� He has testified before congressional committees and FERC technical conferences on wholesale power market issues.� Active with the Transmission Access Policy Study Group (TAPS).��
