    Joshua Franzel is the vice president of research for the Center for State and Local Government Excellence where he leads research initiatives on a range of public policy, finance, and management topics, often collaborating with organizations from the public, private, and academic sectors. He also is director of policy research for the International City/County Management Association and oversees the development of the organization�s white papers.�Previously he worked for both the Delaware and Florida Legislatures and was a Presidential Management Fellow with the International Trade Administration and the Office of Management and Budget. His research has focused on state and local government management, public finance, pensions, healthcare, demographics, and innovation. Franzel is an adjunct professor�at American University, where he teaches graduate level courses on�state and local government. He holds a Ph.D. in Public Administration (& Policy) from American University in Washington, DC.

    Patrick Jordan directs Enterprise�s Advisory Services field team, delivering capacity building and technical assistance to state and local governments and their nonprofit partners, fostering innovation in housing and community development program design, finance, operations and strategic planning.� Currently, the field team administers more than 30 engagements through HUD-funded cooperative agreements in excess of $25 million, focused on assistance to communities facing economic and capacity challenges.��Mr. Jordan also serves as Deputy Executive Director of Operations and Management for the National Resource Network. In this capacity he is responsible for day-to-day operations, administration, and finance. He also managers fundraising and communications and plays a key role in the Network�s on-the-ground engagements in cities across the U.S.Previously, Mr. Jordan worked in the Office of the Assistant Secretary for Community Planning and Development at the US Department of Housing and Urban Development (HUD), focused on national policy development incorporating local best practices into national models and building capacity of distressed communities to understand and address their local housing markets.� With HUD, he was integral in developing data-driven, place-based, decision making tools for tracking cross-programmatic performance and compliance.�Mr. Jordan began his career in community development after founding RE:HAB, Inc., a community development corporation in Washington, DC that renovated homeless shelters, administered a local GED program, and conducted catalytic, volunteer-driven, neighborhood beautification projects.� Patrick earned a Juris Doctor and public policy certificate from the Catholic University of America Columbus School of Law and a bachelor's in physics and mathematics from Gettysburg College.

    Monique Winkler is Senior Counsel in the Municipal Securities & Public Pensions Unit of the Enforcement Division at the Securities and Exchange Commission.� Ms. Winkler works in the San Francisco Regional Office of the SEC.��� She graduated from Vanderbilt University School of Law and is a member of the California bar.

    Robert Feyer is a Senior Counsel in the Public Finance Department of Orrick, Herrington & Sutcliffe LLP�s San Francisco office, with more than 37 years of experience representing issuers and underwriters of municipal bonds.� For most of this time Mr. Feyer has been the senior bond and disclosure counsel for the State of California, the largest issuer of municipal debt in the U.S.� Mr. Feyer is a frequent panelist on municipal finance and disclosure matters, including the Bond Buyer�s recent Webinar on the SEC Municipalities Continuing Disclosure Cooperation initiative.� Mr. Feyer is a member of the National Association of Bond Lawyers (Securities Law Committee) and the American College of Bond Counsel.

    James Poterba is the President and CEO of the National Bureau of Economic Research, a non-profit research organization with over 1300 affiliated economists, and the Mitsui Professor of Economics at MIT. He has served as Vice President of the American Economic Association, and President of the Eastern Economic Association and the National Tax Association. Poterba's primary research interests are tax policy and retirement security. He has studied the role of tax policy in affecting retirement saving, the draw-down of assets after households reach retirement, and the role of tax-deferred retirement saving programs such as 401(k) plans in contributing to retirement security.� He is also a trustee of the College Retirement Equity Fund (CREF) and the Alfred P. Sloan Foundation.

    Craig Underwood serves as the President and Chief Executive Officer of BLX Group LLC ("BLX") and chairs BLX�s management committee. In these capacities, Mr. Underwood is responsible for the overall management of and strategic planning at BLX.Mr. Underwood joined BLX�s predecessor organization, the Financial Services Group (FSG) of Orrick, Herrington & Sutcliffe in 1989. From 1989 through 1993, he was FSG�s senior quantitative analyst, responsible for managing FSG�s analyst staff and the production of all technical analytics.Mr. Underwood assumed chief executive responsibility for FSG in 1998. Since 1998, he has continued to head FSG/BLX�s expansion, highlighted by the acquisitions of Funds Services Advisors, a California based investment advisory firm and Dain Rauscher�s arbitrage practice and the openings of offices in Dallas, Tampa, Phoenix, Boston, and Denver. Under Mr. Underwood�s leadership, BLX expanded its scope of services to include investment, debt and derivative advisory services, continuing disclosure services, and program administrative services for complex securitizations. In addition to his chief executive responsibilities, Mr. Underwood is the head of BLX�s advisory services practice, overseeing the firm�s debt, derivative and capital market practices.Mr. Underwood is a frequent lecturer on debt, investment and arbitrage-related matters, having addressed various industry organizations on such matters on dozens of occasions. Mr. Underwood is a co-author of the California Debt and Investment Advisory Commission�s Debt Issuance Primer and a member of the Government Finance Officers Association, California Municipal Treasurer�s Association, California Society of Municipal Finance Officers and several other industry organizations.Mr. Underwood is a graduate of Princeton University where he received a BA in Politics.Mr. Underwood is a registered investment advisor representative, holding the FINRA Series 65 license.

    Ms. Barvin has 18 years of public finance experience, including 14 years at Bank of America Merrill Lynch, the first 12 of which she served as a public finance banker. In her current position, Ms. Barvin serves as lead credit banker on bank financings throughout California, including both traditional and direct purchase transactions. Grace has a strong background in California public finance, having served as bank purchaser or senior manager for a wide range of municipal issuers throughout California and the Western States.�Prior to joining Merrill Lynch in 2001, Ms. Barvin had four years of experience on the post-issuance side of the municipal industry, including positions with BLX and Fund Services Advisors.�Ms. Barvin holds a Bachelor of Arts from UCLA and a Master�s in Public Administration from Syracuse University�s Maxwell School; registered FINRA Series 7 and 63.
