Lourdes Reyes Abadin, Executive Vice President at Estrada Hinojosa & Company, Inc. has been involved with Florida public finance for the past 25 years having initially served on the public sector where she eventually rose to the positions of Deputy Director and Chief Financial Officer (CFO) to the Miami Sports & Exhibition Authority (MSEA), an autonomous agency of the City of Miami. During her tenure at MSEA the agency was responsible for the financing of the Miami Arena, and the financial analysis related to the NBA, MLB and NHL Miami expansion teams. She specialized in investment banking when she joined a Wall Street Firm in 1993. In the midst of her investment banking career she was asked to serve as the Comptroller to the City of Miami to assist with a financial crisis that led the Florida Governor to appoint a Financial Oversight Board. Thereafter, she returned to the investment banking industry again specializing in Public Finance. Her work has included developing financial structures, credit enhancement, and development of bond rating presentations, preparation of official documents, and the pre-marketing of bonds.Over the years, Ms. Abadin has gained much recognition for her in-depth knowledge and vast experience in Florida public finance and she is also credited for her experience in other diverse sectors. Prior to being involved with municipal finance, she worked for Florida Power & Light and was involved in the Quality Improvement Program that earned FPL the Deming Award of Excellence.Ms. Abadin currently leads Estrada Hinojosa�s efforts in providing financial services to governmental entities in the state of Florida. On January 21, Governor Greg Abbott nominated Carlos Cascos to serve as Texas Secretary of State. Pending Senate confirmation, he will serve Texas as the 110th Secretary.Not new to public service, Secretary-designate Cascos was elected as Cameron County Judge in 2006 and was re-elected in 2010 and 2014. He previously served on the Texas Public Safety Commission and as a Cameron County Commissioner from 1991 through 2002.Born in Mexico, Secretary-designate Cascos immigrated to the United States as a child and became a permanent resident and citizen during adolescence. He is a graduate of the University of Texas at Austin.Secretary-designate Cascos is a Certified Public Accountant. He and his wife, Aurora Candida G. Cascos, have two daughters, Andrea and Casandra.
Adrian Moore, Ph.D., Vice President of Policy at Reason Foundation, a non-profit think tank advancing free minds and free markets.Moore has testified before Congress and regularly advises federal, state and local officials on policy initiatives. He is a member of the Transportation Research Board, and in 2006 he was appointed by Congress to serve on the National Surface Transportation Infrastructure Finance Commission. In 2009 he was appointed by Governor Schwarzenegger to California�s Public Infrastructure Advisory Commission.Mr. Moore is co-author of the book Curb Rights: A Foundation for Free Enterprise in Urban Transit, published in 1997 by the Brookings Institution Press, which was runner up for the Sir Antony Fisher International Memorial Award, and of Mobility First: A New Vision for Transportation in a Globally Competitive 21st Century coming out November 2008. Sheila Amoroso is a senior vice president, co-director of the municipal bond department for the Franklin Templeton Fixed Income Group and portfolio manager of Franklin Federal Tax-Free Income Fund.Ms. Amoroso joined Franklin Templeton Investments in 1986.Ms. Amoroso holds a bachelor of science degree from San Francisco State University and an M.B.A. from Notre Dame de Namur University. Gilbert (Gil) Gonzalez served as Deputy Undersecretary and Acting Undersecretary of the United States Department of Agriculture (USDA) Rural Development mission area in Washington, D.C. He managed Rural Housing Services, Rural Utilities Service and Rural Business-Cooperative Service managing efforts related to minority home ownership, broadband, renewable energy, small business and faith-based programs. While at USDA Mr. Gonzalez also served as an advisor to Secretary of Agriculture Ann Veneman during the Katrina and Rita hurricane recovery efforts in the State of Louisiana.In 2006, Mr. Gonzalez joined the Department of Homeland Security, Office of the Federal Coordinator for Gulf Coast Rebuilding team, as deputy director where he facilitated the long-term rebuilding efforts in Louisiana and in the Mississippi Gulf Coast Region.Prior to his appointment to USDA, Mr. Gonzalez served as president of the Community Development Loan Fund (CDLF), Inc. overseeing the company�s investment and loan portfolio. The CDLF was a collaborative between the City of San Antonio, U.S. Department of Treasury�s Community Development Financial Institution program and 21 bank investors which serve the credit and capital needs of small businesses and non-profit organizations.On Sept. 1, 2009, Mr. Gonzalez joined the University of Texas at San Antonio Institute for Economic Development to serve as Director of the Rural Business Program (RBP). He manages the RBP which focuses upon rural development, capacity-building and business development within the South-West Texas Border Small Business Development Center Network.Since 2010 Mr. Gonzalez participated and worked on several Eagle Ford Shale joint studies pertaining to economic impact, workforce and housing with the Center for Community and Business Research, Center for Urban and Regional Planning and College of Public Policy. As Director of the RBP he works with small and rural communities in the Eagle Ford and Cline Shale oil and gas impacted regions educating community leaders and municipalities on seizing the opportunities created by the shale energy boom to diversify their local economy, create jobs and develop sustainable communities.He currently serves as a co-chair on the economic development and community investment committees of the Eagle Ford Consortium (EFC). The EFC is a community-based organization that represents the twenty-four county Eagle Ford Shale region. The membership of the EFC is comprised of municipal, workforce, education, energy and production companies, landowners, economic development organizations, healthcare and housing representatives.Mr. Gonzalez also serves as co-chair of the D. C. based Association of Small Business Development Centers (ASBDC) Shale Energy Special Interest Group; a national effort connecting small business clients with supply-chain opportunities being created by the energy sector.�
