Since 2001, Jordan Dorfman has served as an attorney in the State Revolving Fund Branch, Office of Wastewater Management.� Jordan was a member of a team which implemented and evaluated the Clean Water State Revolving Fund (CWSRF) and provided technical assistance to EPA�s regional offices and State CWSRF programs.� Jordan spent 2004 as a Brookings Institution Fellow working on the personal staff of Senator Mark Dayton on environmental, energy, and judicial reform issues.� More recently, Jordan was the staff lead for the implementation effort for the Office of Water for the American Recovery and Reinvestment Act of 2009.� In that role he coordinated cross Office actions to support and oversee implementation of the ARRA program.� He also conducted state and borrower oversight and testing of financial transactions for compliance with eligibility and programmatic requirements.�� Jordan assisted in the development of the security features and legal requirements of a proposed US Territory Infrastructure Bank.� Currently, Jordan is staff lead for the development and implementation of the Water Infrastructure Finance and Innovation Act program (WIFIA).Before joining EPA, Jordan was an estate planning and probate attorney at a small law firm in Washington, D.C.� Jordan received his J.D. from George Washington University Law School and his B.A. in International Relations from the University of Pennsylvania.

John Tuohy serves as Deputy Treasurer for Accounting and Treasury Management for Arlington County, Virginia.�John holds a Batchelor of Science in Foreign Service and a Masters� in Accountancy, both from Georgetown University.� He is a Certified Public Accountant in the Commonwealth of Virginia.John has belonged to the GFOA since 1986, and currently serves as Chairman of the Committee on Retirement and Benefits Administration (CORBA).� He previously served on the Committee on Treasury and Investment Management.� He has presented at both National and Virginia GFOA conferences.� John authored the chapter on schools in the GFOA book: Capital Project Planning and Evaluation: Expanding the Role of the Finance Officer. He and is a past President of the Virginia Government Finance Officers� Association.
Keenan Rice is the president of MuniCap, Inc. and has worked almost exclusively in the areas of urban renewal, economic development, and growth management for the last 25 years. Prior to founding MuniCap, Inc., Mr. Rice was the director of the Washington office of a major public finance consulting firm and a principal at one of the leading public finance consulting firms in California. Mr. Rice was also a vice president at a major real estate development firm and begin his career as a real estate development loan underwriter for an insurance company and savings and loan. Mr. Rice graduated with honors with a degree in accounting and also received a master's degree in finance. He has been a guest lecturer at a number of universities and has been a guest speaker at numerous conferences hosted by the Government Finance Officer's Association, The Bond Buyer, the Urban Land Institute, and other professional associations.
