    Mr. Bemis joined Montague DeRose and Associates in 1999, following nearly 20 years of municipal finance experience as an issuer, investment banker, and commercial lender.�He has participated in over $100 billion in financings for states, counties, and municipalities.He is considered the municipal finance industry’s premier financial advisor in variable rate debt. Additionally, Mr. Bemis is one of the industry’s foremost experts in transportation finance.� He has spoken at public finance conferences on transportation finance and PPPs.Mr. Bemis served on the State of California’s Task Force on Bond Accountability (TFBA), established by Treasurer John Chiang in February�2015 following the revelation that approximately $1.3 million was discovered missing during a routine audit of bond funds held by a local government entity.Mr. Bemis received Bachelors of Arts degrees in Economics and Environmental Studies from the University of California at Santa Barbara and a Master of Business Administration degree from the University of California at Los Angeles.�

    Mike is a member of the Core Product Business management team for Bloomberg L.P. He currently is responsible for the US municipal bond platform, global money market platform, global credit ratings, and global bond calculations and other foundational data. �Mike has been with Bloomberg for over 27 years.� During his tenure at Bloomberg Mike has been involved in building, developing, or marketing their municipal bond product. He spent 8 years with the global data division as a Senior Analyst and 6 years in Sales and Global Training as an Application Specialist. The last 13 years Mike has been a Fixed Income Business Manager with responsibility for all aspects of the Municipal Product on the Bloomberg Professional Service. Mike has a bachelor’s degree in Economics from IthacaCollege in IthacaNew York.

    Fiona Ma serves as Chairwoman of the California State Board of Equalization. She is serving her first term as a member of SBOE, representing 23 counties and nine million Californians of the Second District. Ms. Ma was previously elected to represent the 12th Assembly District from December 2006 to November 2012 and served as the first Asian-American woman Assembly Speaker pro Tempore in California history.As Chair of the SBOE, Ms. Ma is working hard to promote a culture of fairness, efficiency and respect for California's taxpayers and businesses. She is aggressively combatting the underground economy which deprives California of approximately $8.5 billion in tax revenue. In her first year as a Board Member, Ms. Ma launched an outreach effort through her district offices that significantly decreased the number of cannabis dispensaries operating without proper permits or collecting taxes. She has participated in efforts to crack down illegal sales of cigarettes, and has been a leading advocate in ensuring that e-Cigarettes are taxed and regulated like traditional tobacco products.Throughout her service as an elected official, she has been an outspoken advocate for California's women. In her time in the Assembly and Board of Supervisors, she championed a number of proposals to crack down on human trafficking, reform unjust sentencing laws that kept domestic abuse survivors from presenting expert testimony in criminal trials, and to provide support and resources for victims of domestic violence.Ms. Ma has been committed to public service ever since she was a small business owner and was elected to serve as President of the Asian Businesses Association in San Francisco, where she quickly emerged as a leading voice for San Francisco's small business community. She was an elected delegate to the White House Conference on Small Business under President Bill Clinton, which produced a report to Congress on the 60 top policy recommendations to help small businesses grow and prosper in the 21st century. She was later appointed to the Assessment Appeals Board, and joined the staff of former Senator John Burton as a constituent advocate.Ms. Ma received her B.S. from the Rochester Institute of Technology (NY), her M.S. in Taxation from Golden Gate University (SF), and an MBA from Pepperdine University. She has been licensed in California as a Certified Public Accountant since 1992.She is a card carrying member of SAG-AFTRA, the labor union representing theater, television, radio and film actors, having appeared in a number of productions filmed in San Francisco, and she was appointed to serve on the California Film Commission in 2016. Additionally, Ms. Ma serves as Treasurer of California Women Lead, the only statewide, nonpartisan women's organization that is committed to providing women the training and support they need to be successful in the political arena.

    Ms. Allen is the Legal Division Director for the Maryland State Treasurer's Office where she provides guidance with respect to the federal tax and securities laws applicable to the State's bonds. Ms. Allen was previously a partner at McKennon Shelton & Henn LLP in Baltimore, Maryland where she had a general public finance practice. Notable representations include serving as counsel to the Maryland Water Quality Financing Administration in the creation of its Bay Restoration Fund bond program and as counsel to the Maryland Transportation Authority on the first issuance of GARVEE bonds in the State of Maryland. Ms. Allen is a graduate of Syracuse University and the University of Maryland School of Law.

Drulis is the Executive Director of the Government Finance Officers Association of New Jersey.� Since 1937, the GFOA of NJ has been a professional association of government finance officers working together to enhance and promote professional management of government for public benefit. �The GFOA of NJ’s membership includes those working in state, county, and municipal government, school districts, the public employee retirement systems, libraries, federal agencies, investment banks, and accounting, law, and consulting institutions.For over five years Michael and the GFOA of NJ staff have served their membership in providing full time management for the organization and maintaining a “good government” presence in the halls of the Trenton Statehouse.�Professionally, since 1999 Michael has served in and out of local government and has led organizations as their association executive and lobbyist.� He is a graduate of Rutgers College and is currently in the Master of Public Administration program at Rutgers, Newark.� He is a resident of Raritan Township, New Jersey with his wife Mitchelle and daughter Torri.
